Message Abstract Acknowledges receipt of $10. and requests to have his monthly salary sent in future to 1641 Helmuth St. Philadelphia. States that the school house is too small, and the people wish to enlarg it or build a new one Inquires if the Bureau can aid them.
Message Body Sir I acknowledge the receipt of $10 enclosed in a communication dated Jan ___ on the 30th ult. There is considerable mismanagement in the mail facilities at this place. - of which Mrs. Snow is + not Augustus White Esp. who left sometime since for other quarters, was designatedas the P.M. of the Tipquin [Wetipquin] Creek Post Office some 5 miles distance. The maid comes but once a week (Mondays) + is brought here by Mr. John Elise, who is hired by the citizens who recieves a certain amount per year or a cent for every mail matter extra here it is reached by the party addressed, or it will remain in the store where the mail is deposited (Capt Lusfords) until the extra cent is paid. Is not John Esie entitled to compensation from Government, as other mail carriers, or cannot a regular P.O. be established here? The Freedmen have a school house, 16X15 ft., with 60 pupils (not half in attendance) the trustees have applied to the Co. Commissioners for the money placed there for taxes; the same have used the money for other pur [[end page]] [[start page]] poses & the freedmen have no other resource to enlarge the present building or build a new one in such an [[underlined]] emergency [/under-lined]] can the Bureau assist them?
